The Personnel Committee met at the Town Hall at 7:30 p.m.    Minutes of April 26, 2006 were read and approved.  

PERSONNEL COMMITTEE BUSINESS
The following Personnel Action Documents were approved by the Personnel Committee for the July 1, 2006 step increases:
James Boodry, Wiring Inspector

Michele Marino – Ms. Marino should have received a cost of living and did not.  This will be paid retroactive after funds are obtained at town meeting.

MAINTENANCE CUSTODIAN/LABOR
Ms. DiBugnara provided the Committee with comments related to review of the Maintenance Custodian/Laborer job description.   Minor revisions were made to the job description.  On a motion made by Minardi and seconded by DiBugnara, the Personnel Committee approved the job description at Grade 4.

Mr. DiBugnara questioned the classification of the custodian positions related to workers compensation.  

Ms. DiBugnara was not present for the discussion from this point on to the adjourning of the meeting.   

EMT JOB DESCRIPTIONS
Margy Diaz and Mary Nichols, members of the Ambulance Squad met with the Committee to review the draft job description for an EMT – per diem.  This position would be for an on-call EMT that would cover for Davie Farrell, the full-time EMT/Firefighter when he is out sick or takes vacation days.  It would also be used to fill temporary openings that occur when the high school is not in session (and EMT Cadets are unavailable).   Ms. Diaz stated that the Ambulance Director Gery Wilson has reviewed the job description.  She also stated that they have budgeted for this position.   The squad recommended that the on call position should be graded at a level similar to the EMT/FF as they felt that the duties are similar.  It is important to the squad that the pay be above the $17.50/ hour currently paid for 2 hour emergency calls.  This is because the on-call people would have to call out in their regular jobs in order to fill the on-call EMT position and nobody would do it if the pay isn’t similar.  The Committee questioned  the grade 6 suggestion but understood the pay situation.  The squad explained that squad members have already been called in several times in the past month and are anxiously waiting to be paid.  The Committee explained that a quorum wasn’t present to vote on the job description and proposal.  The Committee suggested the job title be EMT – Reserve.  The Committee talked about creating an EMT Reserve and an EMT/FF Reserve position but the squad members said that there isn’t a need for the firefighter reserve duties at this time.  In the end, the Committee was favorable to the job description and rated the position as Grade 6, Step 1, $18.42 per hour.  In order to achieve a quorum, the Committee will meet Wednesday September 13 at 8:45 am to vote on the proposal.  Ms. Diaz will provide Town Secretary Linda Day with a final copy of the job description.

Ms. Diaz stated that they have already had to cover some shifts and their intent is to provide retroactive pay for these individuals.

Ms. Diaz stated that they are still working on the EMT officer and EMT on call staff job descriptions.  The EMT Officer job description would include a duty list, specifically defined for this position.  The squad mentioned possible stipends.  Further discussion would be needed as the Committee was unclear about any pay proposals for the officers.  The EMT Staff job description is for everyone including Dave Farrell and Gery Wilson.  The Ambulance Squad felt these job descriptions needed to be in place to distribute the responsibilities evenly.  Personnel asked if there were issues with assigning tasks to EMT volunteers.  The squad noted the need for clarity and fairness in distributing the workload within the organization.  Ms. Diaz stated that officers are re-elected in April at their annual business meeting.  

Ms. Diaz stated that she is inquiring with various people regarding conducting training for her department and will get back to the Personnel Committee once she has a commitment and cost associated with the training.

PC BYLAW ARTICLES
Town Administrator Jodi Ross and Town Secretary Linda Day will prepare draft articles for revisions to the Personnel Bylaw related to overtime and vacation.

REQUEST FROM TOWN CLERK’S OFFICE FOR DOCUMENTS
Town Secretary Linda Day has provided the Town Clerk’s office with documents related to Personnel Committee and will continue to do so if she finds additional documents that should be passed on.

HIRING OF RELATIVE A CURRENT EMPLOYEE
In response to an inquiry the Personnel Committee stated that there are no restrictions on hiring a relative of a current employee within the same department.  

PERFORMANCE EVALUATIONS
In response to an inquiry the Personnel Committee confirmed that the performance evaluations should be completed on a yearly basis, in the July/August timeframe.

SICK TIME POLICY
Mr. Minardi provided the Committee with a state website related to sick time buy back policy.  Town Secretary Linda Day will provide a copy to Town Administrator Jodi Ross and direct her specifically to Sections 4.10, 4.11 & 4.12.
